Information System Frameworks for embedding ICT solutions into Higher Education Institutions – case of a Learning Management System

Information Systems (IS) are becoming a framework of complex organizations, including the Higher Education Institutions (HEI’s) as well. The increase of emerging technologies – ICT products to facilitate the governance and management of the Universities, keeping the focus on the learner support with the service-centered approach, in the changing HE environment, are placing the Universities to permanently and in real-time implement them as separate business processes. Thus, the robust systems that are appearing are not achieving the optimality in integrating these separate ICT products within the system and as such they are not being used across the institution in the capacity they offer. This is a reason why nowadays the research on Information Systems is focused on the aspects of Management and Governance of the HEI IS frameworks. SEE University , through a research project, has recently developed a tailored Learning Management System (LMS) “Libri” (libri.seeu.edu.mk) and integrated it into the University IS – in the framework of the e-Learning strategy.
